The problem
Six people were reviewing construction certifications by hand and getting to 40% of more than 100,000 a year. The remaining 60% went through unchecked. The criteria lived in the reviewers' heads, so two of them could reach different verdicts on the same file, and nobody could say afterwards why.
How we solve it
